| Association | Eurocities is a non-profit making association of 85 metropolitan cities from 26 European countries. Founded in 1986, the network aims to improve the quality of life of the 80 % of Europeans living in cities and urban areas by influencing the European agenda, promoting the exchange of experience and best practice between city governments, and encouraging cities in Central and Eastern Europe and the NIS in their progress towards democratic government and a market economy. | |||||||||||

| Mission | As well as acting as a forum
to promote a European urban policy, Eurocities lobbies for the involvement
of local authorities in European Union programmes and facilitates the implementation
of transnational projects between cities across Europe.
In practice, Eurocities operates with seven specialised committees i.e. Culture (chaired by Helsinki), East-West (chaired by Bolonia), Economic development and Urban Regeneration (chaired by Lille), Environment (chaired by Stockholm), Social welfare (chaired by Antwerp), transport (chaired by Rotterdam, and the Policy Forum for Technology (chaired by Den Haag). Eurocities has also initiated
the following networks Car Free Cities
(promoting sustainable mobility), and Telecities
(defining the urban demand for telematics). In addition, Eurocities is
managing the European Tacis
City Twinning programme in consortium with the United Towns Development
Agency. The POLIS
network can advise Eurocities on specific questions relating to urban mobility,
particularly with regard to urban transport, environment and energy.

| Structure | At the political level,
Eurocities is administered by the Executive Committee, chaired by the President.
The President of Eurocities (Bilbao) is elected by the Annual General Meeting, for a term of one year, with the possibility of renewal of a further year. The Eurocities Executive Committee is composed of representatives of maximum 12 cities, elected during the Annual General Meeting for a term of two years. It is responsible for supervising the activities of the network and for policy activities. It is also responsible for appointing the Vice-President (currently the city of Helsinki) and Treasurer (the city of Antwerp) of the network. The day-to-day management is carried out by the Secretariat, led by the Director-General of Eurocities. Located in Brussels, the Secretariat is also responsible for establishing and maintaining contact with the European institutions. The Annual General Meeting, which takes place every year in the autumn, is the forum which elects the President and the members of the Executive Committee. It also votes to endorse membership applications or withdrawals and any other elections within the network, such as for the cities who chair the committees.
