City & Values 2006 took place from 2 to 4 May at the Palacio Sota in Bilbao. The aim pursued by the organisers of City & Values 2006 is to consolidate the project on values for the development of cities, which was made public in 2005 through its presentation at the General Assembly, in which the partners of Bilbao Metropoli-30 were informed about the scheme "Now, The People".

The Forum of Values for City Development also provided the setting for a congress for young people, Gazte Kongresua, as well as the 3rd National Congress on Cities and Values which, as on previous occasions, was attended by delegates from municipal agencies and organisations involved in strategic development in Spanish cities.
